MUNICIPAL BUDGET
The New Hanover Township municipal budget serves as the annual financial plan funding core local operations, including public safety, public works, road maintenance, and municipal administration, while setting the local municipal tax portion of your total property tax bill. Governed by the New Jersey Local Budget Law (N.J.S.A. 40A:4), the budget process begins with administrative preparation in the winter, followed by formal introduction by the Township Committee in early spring, state regulatory review, and public availability. Following a published 28-day review period, the Township Committee holds a public hearing where residents can ask questions and offer feedback before the budget is formally adopted as the township’s operating roadmap for the year.

BUDGETARY AUDITS
Under New Jersey’s Local Fiscal Affairs Law (N.J.S.A. 40A:5), every municipality must undergo an independent annual audit to ensure financial accountability, transparency, and statutory compliance. Following the close of the calendar year, a Registered Municipal Accountant (RMA) thoroughly examines the township’s financial statements, internal control procedures, revenue collections, and departmental expenditures. Upon completion, the auditor issues an official Audit Report along with a Synopsis and any formal recommendations. The Township Committee formally reviews the report, publishes the audit summary on the township website, and makes the complete document available to the public online and at the Municipal Building.

ANNUAL FINANCIAL STATEMENTS
Pursuant to New Jersey’s Local Fiscal Affairs Law (N.J.S.A. 40A:5-12), New Hanover Township’s Chief Financial Officer prepares and files an Annual Financial Statement (AFS) following the close of each calendar year. This verified document provides a comprehensive snapshot of the township's financial condition, detailing cash balances, revenue collections, operating appropriations, surplus levels, and debt statements. Serving as an essential precursor to the upcoming budget cycle, the AFS ensures fiscal transparency and supplies the foundational data required by the New Jersey Division of Local Government Services before the new municipal budget can be formally introduced.
